根據一般產品安全指令GPSD規定，生產商有責任確保在市場上銷售的產品均屬安全。這項規定適用于在市場銷售的所有產品，或以其他方式向消費者供應的一切產品。根據下列幾項因素確定產品是否安全：
申請CE-GPSD指令的辦理流程
1、項目申請，遞交CE認證申請；
2、資料準備，根據CE認證要求，企業準備好相關的認證文件；
3、產品測試，寄樣到實驗室進行測試；
4、簽發證書，報告審核無誤后，頒發CE認證證書。
